My assumption on the DC, and somewhat lackluster response to his
coaching experience, is that Pry wants a defensive staff that he can mold and sculpt to his defensive philosophy. He mentioned in early pressers and interviews that giving up the defensive play calling was going to be a difficult thing for him to do, even if he realizes it is necessary given all the responsibility that comes with being a head coach. But he has a strong defensive philosophy and knows what he wants his defense to look like. So no point in hiring a full on DC who is going to want to establish his own version of what the defense should be.
On the OC - I am anxious to hear the direction he goes there, given it is not his forte but I am encouraged by the fact that Pry has been able to nab a couple of 4* offensive players that obviously seem to like whatever he is telling them about what VT's offense is going to look like.
